Background:
The
concept of Microcredit and its practice in Bangladesh
have global image and reputation. Often Bangladesh is
recognized as the motherland of Microcredit intervention
for poverty reduction towards a pro-poor women focus development
strategy. The Credit and Development Forum (CDF) was established
in 1992 with the goals to build capacity, research for
innovation, advocate for policy and network of the NGOs
operating microfinance for sustainable poverty reduction
in Bangladesh through efficient services. The CDF has
legal status as "Not for Profit Company" while
it operate as forum for the NGOs engaged in microcredit
program by playing catalytic role with stakeholders and
Members Organization. Thus CDF enrolls all these NGOs
and other institutions as Network Members on fulfillment
of certain terms and conditions. Moreover, it also embraces
potential/special institutions as network member organization
based on set criteria.
B.
The General Conditions for CDF Network Member Organization:
1.
Network Member Organization is non-voting
2.
The Network Member must believe in CDF goals and objectives
3.
They will abide by rules and procedures of CDF
4.
They will pay Annual Membership fees regularly
5.
Network Member will support CDF cause and advancement
6.
Interested Organization will formally apply for Network
Membership
7.
Harmful action against CDF, non-payment of Annual Membership
fee and resignation will terminate Network Membership.
According
to CDF mandates the networks members are broadly categorized
into 5 types as follows:
a.
Non-government organizations (NGO - Small, Medium, Big)
b.
Financial institutions (national/private bank, insurance,
leasing company, cooperative, credit union, stock exchange,
specialized financing institution etc.)
c.
International funding agencies (donor governments, international
bank, UN agencies, international NGOs, funding agency
etc.)
d.
Government bodies (government organization, autonomous
body, authority, corporation, research institutions, university,
local government etc.)
e.
Society and group or individuals (social organizations,
professional groups, associations, welfare organization,
foundations etc.)
Terms
and Conditions for Network Member NGO-MFIs:
01.
Must have legal status as voluntary/Non-govt. organization.
02.
Submission of audit report by CA firm
03.
At least 2-3 years operational experience on credit and
savings program
04.
Must have at least 300 active members under coverage
05.
Accumulated net savings should be minimum Tk. 200,000
from active members.
06.
Staff strength for credit program should be three (3)
07.
Total loan outstanding must be Tk. 300,000
08.
Total revolving loan fund (RLF) must be Tk. 300,000
C.
Justification of Network Membership Category and Fees:
The
working/professional relationship is based on some basic
principles of interaction, exchange and bondage for mutual
benefit, These principles help long term sustainable relation
and institutionalization with a common goal and bondage.
This bondage feeling is very important for the organization
like CDF, the only sectoral network of microfinance in
Bangladesh. Therefore, the categorization of member organisations,
(NGOs and others) will bring Clarity about roles and responsibilities,
which will enhance more effective and responsive working
relation for success. The categorization of CDF Network
Member will help to overcome its limitations. It will
further strengthen and broaden network interaction and
generate mutual benefits to NGO-MFIs and others members
by institutional linkage and network expansion. The introduction
of membership fees will stimulate strong bondage and sense
of obligation to enhance CDF mission and actions.
D.
Code and Roles of Network Member Organizations:
1.
regular payment of annual membership fees
2.
provide information to CDF data bank/statistics (if applicable)
3.
sending Annul program and Audit report (if applicable)
4.
show mutual respect to all category of network members
5.
advocate for microfinance sector development towards poverty
alleviation
6.
enhance mutual cooperation for benefit and sustainable
operation
7.
avoid unhealthy competition and duplication
8.
extend support to CDF as much as possible and required
9.
support for standard improvement and self regulation of
microfinance sector
10.
uphold microfinance sector for the credit right of poor
E.
Responsibility of CDF to Network Member Organizations:
The
CDF will be responsible to provide the need based and
regular services to its member organizations. The major
services will be as follows:
provide
updated information and database as needed by member organizations
update
their organizational brief profile for record and information.
publish
CDF statistics and microfinance journal - bulletin for
distributing those to stakeholders
organize
workshop, round table, experience sharing meeting for
the member organizations and stakeholders.
establish
linkage for lending and other programs for mutual benefit
organize
capacity building services for network members on priority
issues
undertake
networking and advocacy for the sector to benefit the
members organizations and stakeholders
conduct
action research for innovation and diversification of
the sector.
